Below Goku I think. He’s sweating bullets and running alway most of his fight Goku. He can kill Gohan with his circular Kikoho though.

"Skyrocketing" is a dub line. In the sub he was just over 30,000

If Goku is 30,000+ (36,000?) I think having Tullece around 32,000 is good. You can compare their fight to KKx2 Goku vs Vegeta.

I always thought he was Recoome level but really anything over 20k works
