How strong were the Z Fighters and Abokado in the Goku and Friends Return OVA?

Will Abokado be as strong as Perfect Cell (vs. Gohan)?

I think at the end of the OVA, the narrator mentions that this time the villain appeared very late in the story, implying that he was no longer a threat at that point.

That could make sense. Weren't Goku and Vegeta (who only has SSJ2) confident they could win even without fusion? Or is that incorrect? Watched this in 2011, most likely.
