I can come up with some ideas, such as:
Bermod was at some point stronger than Beerus, but the former grew old and lost a lot of power, while the latter continued to strengthen ever since. Perhaps Shin saw Beerus fight millennia ago and for the same reason, he compared a Beerus (Past) to Vegetto SSJB in the Manga.
As for the comparison that Goku makes about the power of Broly, Goku had only seen the beginning of combats between Champa vs Beerus, where both combats were stopped by the Angels, therefore, Goku did not see how strong they are.
Regarding the combat between Hakaishins in the Manga, maybe Sidra and Bermod were complete fodder and the only reason why Bermod is a threat, is because of his technique that locks up the other Hakaishins and at the moment of locking them up, I throw multiple attacks on the Hakaishins who were in a defenseless position and therefore, the Hakaishins were very hurt and due to that cause, Liquir could not defeat Bermod with a single attack.
