How were there only 4 Saiyans left?

Raditz: “Adult warriors directly go off to planets inhabited by those with high battle powers, but for planets like this that are of a low level, babies like you are sent. Fortunately, this planet has a moon…Even on your own, in a few years you should have been more than enough to clean out all those in the way…If you’d only remembered your orders, that is!
*Goku doesn't understand Raditz's reference to the moon*
Raditz: "Don’t play dumb. It’s only when the moon draws a complete circle that we Saiyans can utilize our true powers, isn’t that right?!”

Raditz makes it sound like it was commonplace for weaker Saiyans to be sent to planets. I find it really odd that Goku was the only Saiyan who had been sent to another planet despite this quote.

The Bardock Special (and, unfortunate as it is to bring up, Minus) make it pretty clear that Freeza waited for a time when almost the entire Saiyan population were called back to Planet Vegeta for Freeza to assure he could kill off as many as possible in one fell swoop, though this can be inferred without them when considering Freeza's action had fair planning put into it and where the Saiyans conquered was entirely his decision. For what both Super and non-canon material is worth, the 4 figure being of Raditz's limited knowledge and proven to be wrong works well as, indeed, there'd be little probability of assuring no more than 4 Saiyans survived.

But wasn't Freeza unaware of Goku's existence? That would suggest he wasn't keeping track of low level Saiyans.

I find it kinda weird that the saiyans never bothered to expand their control to other planets or set up colonies.

It could, or it could be such a thing went out of Freeza's memory. One lone Saiyan from over 20 years ago that never interacted with you isn't exactly someone you'd definitely remember. It could indeed suggest Freeza wasn't meticulous about the low-classes, but I doubt he'd ignore them entirely either.

Considering Freeza's concerns about the Saiyans, I doubt he'd allow them to expand their territories. It's also known the Saiyan population had always been fairly small and they prefer to take what they want rather than cultivate food and other resources nor rely on slaves to do so, so colonising other worlds wouldn't really be something they'd have interest in.

I recall Freeza also sent Zarbon and Dodoria to kill any Saiyans on other planets too? At least thats what happened with Bardock and his pals.

Dodoria and his men were sent to kill Bardock's group, but they were treat as an exception worth dealing with early due to their astounding rate of progress for low-classes. It's fairly unlikely Freeza sent them or his other elite soldiers to Order 66 every Saiyan he could at the time.

I wrote a whole fanfic whose premise was literally thousands of 'weak' saiyans were scattered around the universe.

It's a huge plot hole with big potential honestly. Saiyans don't have to be deus ex machina like they've been in the franchise.

They just got freedom over the Tuffles and fell into a 'relationship' with Frieza. I think some of Frieza's planets were under control of King Vegeta, it's just that King Vegeta was really just a puppet king after all.

It's here somewhere. It was also inferred that many were hunted down, others sought Frieza (then got hunted down), while others died or went on to live normal lives. Of course a pair of Tuffles made it their life's mission to find them. :et

I think it's pretty obvious there are hundreds or thousands of low-class Saiyans scattered all over the universe.

This is actually a very good point - Other than Tullece, all of those guys were actually alive without Freeza even knowing. Tarble specially flew under Freeza's radar, just like Goku. We also saw a couple Saiyans with Raditz, Nappa and Vegeta when Planet Vegeta was destroyed. Other Saiyans probably existed, but were a minority and either died in combat or are still out there.

I find it even weirder that out of the three other Saiyans left that survived, one of them was actually Goku's brother. LOL.

Raditz says in DBS: Broly that there are others scattered throughout. I don't remember the exact phrasing at this moment but I believe it indicates more than only Galu. I wonder if they were also opening the door with this line to have other Saiyans appear down the road in Super.
