Ok. But Perfect Cell was able to make Gohan bleep, while Dabra wasn't against a weaker Gohan. So how Dabra can be at that level of power?

Making someone bleed is a pretty inconsistent feat. The damage meter at least rose slightly when Dabra fought Gohan, and that was the only hit he actually landed on him (his spit and sword both failed), so it has to have done some damage.

Semi-Cell made Vegeta bleed despite being way weaker than him. I don't think it really means much.

Instances of taking severe damage have sometimes had no blood loss while weak faggots punching a stronger opponent have caused blood loss. It isn't all too consistent. Gohan's at least taken damage enough to push the meter from slightly below 50% to over it, so it's done more damage than Semi's punch or Jheese or 19's

Bleeding is pretty inconsistent. Sometimes it's from getting hit by a few rocks, sometimes it's flying into a mountain.

I feel it makes more sense, from a writing point of view, for Gohan to be SSJ2. AT's intention during that fight was to show how much
weaker Gohan has gotten, so it only makes sense to have Gohan fight in his strongest form.

Goku was surprise that Trunks transformed into SS2 after listening to him how he [Trunks] defeated Dabura and it's not SS2.
