We saw Toei attempt to do this by bringing Garlic Jr. back for the anime and later rewriting Broly to fit him in Super. With that said, how would you write the villains into the main series? You have to maintain some core elements of their backstory and motivations, but can flesh out their personality far more. You also don't have to have them in order of the movies' releases if it doesn't work for your narrative. For instance, you could have Tullece after Coola, Broly be the final threat, etc. Whatever you want, though follow one of these two routes:
1. Rewrite all main movie villains into DBZ whilst keeping key story beats and results (eg. Goku VS Freeza). You can ignore Movies 6, 10 and 11 since they are purely dependant on Coola and Broly's fates prior. 2. Rewrite all the main movie villains into Super (with the exception of Broly, obviously), much as the DBS Broly movie did with the same rules.

Z rewrites
Garlic Jr. - As far as the premise and motivation behind him goes, he's fine. The Garlic Jr. Arc could've worked in premise as well had it not been for the contrivances of having a star power up someone weaker than Raditz to at least 2nd form Freeza tier at his peak and trying to fit in a movie which in no way could line up to canon events due to Gohan's role in it. Instead, we'll scrap the placement of Movie 1 and have Garlic Jr. appear in the 1 year gap at the end of the Freeza Arc and have his motivation be that of his Movie 1 self. Explain that he's been training upon the Makyo Star ever since his father's death to explain his strength and then keep the rest of the arc the same, since not being done in by the same flaw twice makes the climax far less of a case of incompetence.
Dr. Uiro - The premise and motivation behind him can remain the same, though due to the Dragon Balls not being an option, change it to Kochin's creations such as the henchmen break through the ice. He could work as a Pre-Raditz villain, but I'll instead make it so that he's a threat faced whilst the events on Namek are occurring. This would give the likes of Roshi, Yajirobe and even Chichi a chance to do something as these lesser characters use teamwork and strategies to take down the threat. As for the problem of his brain being too big to fit a body, have it explained he developed a shrinking technology that works on organic matter, but have it require such prolonged exposure to work he can't use it practically in a fight. Also, in order to offer a sense of foreshadowing, have him namedrop Gero as a young prodigy and maybe have Gero take what technology he can gain from the aftermath.
Tullece and Slug - Considering Tullece's ties to the Freeza Force, having him be part of the Freeza Arc would make a lot of sense. Have two red-shirt henchmen attack Kami's ship much as those kids did in filler and have Gohan and Kuririn soundly defeat them. From this, Tullece learns they were killed near Namek and upon arriving near there, detects a battle power so huge emanating from the planet he's convinced it must be Freeza. Though initially wishing to retreat, he soon detects another large battle power approach, seeing a nearby ship. Upon opening up communications, he comes face-to-face with Slug.
Slug's backstory remains the same as in the film of being sent away from Namek during the cataclysm and corrupted by the demonic nature of Planet Slug's inhabitants. One major change, however, would be that in this version he attempted to conquer Namek in the past when an inexperienced youth and, after his defeat, had a seal placed on him by Saichoro that was tied to his life force and would prevent him from being able to utilise his full power when even in the same star system (essentially, a reverse of Saichoro's potential unlocking ability). With Saichoro's life coming close to its end, the seal has been erased and Slug has decided to conquer Namek. Before he gets his revenge, however, he desires to kidnap a Dragon Clan prodigy and force them to create a set of Dragon Balls for him to restore his youth. In his introduction, he tells Tullece to join him or die, to which Tullece responds with a battle between his forces and Slug's, in which both sides are evenly matched, with Zeeun being killed by one of Tullece's henchmen. Slug acknowledges Tullece's strength and is amazed a Saiyan could be so strong. Tullece asks how Slug knows of Saiyans, to which Slug says that he's been alive for centuries and killed more Saiyans than Tullece has probably even met due to them often invading his part of space. Tullece then informs him he and his men have become so strong from eating the Shinseijuu fruit, though have finally started to run out of both fruit and planets worth planting them on, only having a few seeds left. Slug then brings forth an idea of alliance, telling his plan and saying he will get eternal youth and Tullece will get the opportunity to gain more Shinseijuu with the second wish. Tullece is interested and a truce is formed. Tullece does ask why not just wish for immortality, to which Slug says an endless life would become boring for either of them, not to mention with his youth restored he would needn't fear anyone anyway.
Whilst the early events of Namek transpire, around the time Vegeta first fights Zarbon, Tullece and Slug capture a Dragon Clan Namekian and either kill or capture the other Namekians. We'll make this different from Tsuno's village so Vegeta can still have his moment of showing he's still a villain. The two get their wish and then kill the Namekian so his DBs can't be found by someone else, noting they have plenty of replacements if they need some more. It would've taken the Namekian a while to make a totally new set of Dragon Balls for this, however, so it's not until Reacoom starts fighting Vegeta that they're ready to enact their plan.
Detecting large battle powers and knowing who they must be, Tullece recommends that Slug send his men along with the Crusher Corps. to deal with them. Though not individually stronger than each Ginyu mid tier, the two units manage to take down Reacoom, Butta and Jheese at the loss of Amond, Medamatcha and Dorodabo, with the rest turning their attention to the fatigued Vegeta as well as Gohan and Kuririn. In this scenario, Goku shows his training gains by KOing all these henchmen before Ginyu arrives, with Vegeta killing them all. The only exception is Daizu, who flees to warn Tullece. Meanwhile, Tullece finds a pot of land to plant the Shinseijuu seeds whilst Slug goes to confront Freeza. The young Slug forces Freeza to use his first form's full power and Nail reluctantly tries to assist Slug, only to be brushed aside quickly. Slug holds the advantage in a long fight, to which Freeza contemplates transforming. However, Nail ends up saying that Freeza has lost no matter what he does as Dende will have given the Earthlings the password by now. Freeza immediately flies off, with Slug not caring and wanting to go see Saichoro, leaving the injured Nail where he'd normally be.
As for Tullece, he in the meantime hoped Slug and Freeza may kill each other and, after having grown one Shinseijuu, headed towards where he detected a large battle power, being where Goku and Ginyu are fighting. He arrives as Goku uses Kaioken and confidently takes him on after eating the fruit, forcing Goku to use up to Kaioken x3. The two are evenly matched, though Tullece is far from worried. As this occurs, Ginyu uses the Body Change on Goku, with Tullece deciding to ally with Ginyu and feigning submission towards Freeza when saying how his life has been a difficult one ever since he stopped following Freeza. Tullece essentially replaces Jheese in the battle at Freeza's spaceship, the difference being this Tullece can hold his own against Vegeta and even gain the upper-hand. Using the kienzan-esque technique he used on Oozaru Gohan, Vegeta manages to injure Tullece enough to get him off his trail momentarily as he deals with Ginyu. Once Ginyu is back in his own body, Tullece immediately kills him and takes Vegeta, Gohan and Kuririn on at once. The two lesser opponents' distractions prove enough to give Vegeta an advantage and Tullece is forced to retreat, trying to rendezvous with Slug.
When the two meet, Slug is at Saichoro's house and is saying how pathetic age has made his former rival. Slug has enough respect for the Namekian Saichoro used to be to still not kill him, instead wishing to spend Saichoro's final moments with him. After his passing, the two head to take down Freeza, though Slug is astonished at sensing 2nd form Freeza. Still, he's confident in his victory as Saichoro's death has unsealed the one trapped part of Slug's power he still needed. Tullece still recommends taking what Shinseijuu they can and deciding to spectate until they can act. Each time, they see Freeza power up even further, yet consume as much of the Shinseijuu fruit as they can to make up for the constantly escalating power gap. Once Goku starts gathering Genki, they spring into action as Tullece uses the Power Ball to go Oozaru and Slug transforms into a Great Namekian. The two are able to pressure 50% Freeza, though he pushes both back. When the Genki-Dama makes impact, both Tullece and Slug are damaged and pushed back by the power of the blast, it also destroying the Power Ball and reverting Tullece to his base state. Both soon prepare to kill Goku and co. but soon sense Freeza, deciding it's best to retreat from Namek with their fruit.
Their story continues a year into the training for the Artificial Humans, coming to Earth after hearing Goku killed Freeza and believing themselves to have become strong enough to kill him. Raisin and Lakasei wouldn't have made an appearance prior due to the backstory of them being revived from fossils via the Shinseijuu from one of the guidebooks being retained, with them upgrading Tullece's ship to make the voyage. Tullece fights Goku and Slug fights Piccolo. Both forced to use their giant forms, the Oozaru and Super Saiyan face off and Slug pressures Piccolo, yet Slug is killed by Piccolo after a tough fight and Tullece brought close to defeat. Goku is about to finish him off, but Daizu sacrifices himself to shield Tullece, telling Tullece that he's the kind of ambitious and strong leader that will be needed to keep order in the universe. Tullece says Daizu was a fool to sacrifice himself without relying on Tullece's trump card, though he acknowledge's his subordinate's honour. He reveals a golden fruit he'd saved as a last resort and eats its. This fruit boosts Tullece to the level he can fight SSJ Goku, but it slowly drains away his rationality as he soon becomes akin to an Oozaru in a base form (somewhat like Ikari Broly). With a Shunkan Ido Kamehameha, Goku manages to put an end to him, before commenting on how scary it was that Tullece acted as a mirror to what he could've been,
