Well the way she tells the story sounds like it, because Goku is above Gohan in DragonBall GT I believe so it only makes sense I guess.

Doesn't make much sense though tbh cause by movie 12 Goku was stronger than Gohan

To be fair though, DragonBall Z head-writer was Takao Koyama.

For instance, in Gohan’s case, there was apparently so much as an “Ultimate Gohan” concept in Dragon Ball Z, where he was a super-warrior with might surpassing Goku, but in GT, he’s a scholar who’s given up fighting almost entirely.
