I'd say Gotenks was a bit higher, but Gotenks-Boo really didn't do anything extraordinary, like I think lower than the gap between 3rd form Freeza & Piccolo or Vegeta & Kiwi. Gohan not only thought he still had a chance at defeating Boo initially, but also I think was somewhat implied he hadn't been going all-out yet (or at-least not try to kill him at that point).

Gotenks buu is a little more than double the power of Super buu, so no matter where you place the gaps they're not much different.

Gohan does better against gotenks buu than super buu does against gohan, so yeah the gap between gotenks buu and gohan is probably the smaller one. Just not by much.

In the manga, Gohan didn't do shit against Buutenks. Also, Buutenks stated he wanted to enjoy his fusion time as much as possible, so
he didn't try to end the fight fast. As for Gohan vs Super Buu, Gohan was pissed for what Buu had done, so, if that gap was the larger,
the fight would be over in seconds, unless you believe Gohan was fool enough to repeat the same mistake he had done against Perfect Cell,

I think if Gotenks was a 100, then Boo'd be about 88. Gotenks was kind-of beating-up on Boo, but I don't think he was winning that easily, Boo was still able to somewhat keep-up even a bit into the fight. I'd say maybe the reason Boo didn't try to potentially do anything more, even if he could was because he didn't want to weaken them for the time Gohan was coming, because then he'd know he was screwed. Boo absorbed Gohan who he beat-up before (but who got healed again) and he never planned to absorb Gohan.

Gohan also broke-out of that attack from Gotenks-Boo.
