I guess you could squeeze some wiggle room through the excuse that Zen'o doesn't know their full powers, or that they used their full powers without activating their various Hakai techniques

Going over the battle again, everyone except Belmod seemed to be exerting themselves, and all the statements imply they were going all-out or for the kill. I guess it doesn't make sense with the current material, since Goku was there to witness that power of Beerus yet still was able to compare Broly, who was easily surpassed by Moro, who was still inferior to Beerus. It's hard to justify Beerus being say, a 10, to the other gods being like 6 or 7 (besides Quitela and Champa, the latter of whom was taken down but that could be attributed to being rusty as he said before the fight started).

It's possible he has improved his UI ability. He was able to take on all of the GoDs simultaneously until he slipped up.

I don't think UI is being factored into these comparisons, though. It's never been brought up in regard to Beerus again except until recently, when Beerus said he wasn't interested in that route.

Beerus said UI was very hard for Hakaishin to master because of it requiring the user to be absolutely calm as well.
