Eh, this is a pretty old topic.

There's a key difference though: Vegetto and Goku showed it for just one panel (literally one panel), whereas Black has shown a sharp aura and sparks for the entire duration of the fight, which is different. Sparks apparently don't matter that much if they are insterted for a very brief moment and are within a "context" in which they don't appear anymore... not if they appear throughout the battle like in Black's case.

I am not arguing that Black is definitely a SSJ2 though, since Toyotaro has been pretty consistent when differentiating the hair for SSJ and SSJ2 (unlike Toriyama on a few occasions) and Kenshi has shown me an interview in which was said the SSJs transformations might manifest themselves differently while used by Black, which could indicate the sparks are a side-effect of his godly essence. Still, this is a debatable matter and bears more on preference than anything, as we weren't given a true answer and there's an apparent conflict between the hair and tha aura, to which the hair could very well be the difference on Black's transformation, for all I know.

His statement of telling Goku to just deal with Zamasu whilst he fights Black is quite a dumb thing to say if his full power were already struggling against Black's SSJ form, plus the rematch gives more focus on Vegeta utilising SSB's full power rather than any training gains he may have made and Goku was still equal to him at least by that point. His statement of being unable to get anywhere due to Zamasu's healing would present his frustration at the perptual nature of Black healing and to suggest he lost Shoki because of Black constantly gaining Zenkais is far more of a consistent chain than to imply Galu got a huge boost from just learning the Mafuba.

And what level do you give to Vegeta SSJB (Full Power)?

Black is a regular Supy Saiyan. He's called as such and if you compare his Supy Saiyan to Goku's in the U6 and U7 tournament, they're near identical.
