I'm not sure. I've always figured that Gohan's latent power had increased upon reawakening his Ultimate form.

I'm starting to think that Piccolo saying that Gohan "awakened" meant that he reached other heights as he often does.

Seeing as Gohan was not tremendously superior to Piccolo in Final Arc Moro and the latter continued training, I think Base Gohan (Current) is more or less at the same level as Ultimate Gohan (Final Arc Moro).
