In the movies and Toyotaro continuity he doesn't seem to be able to sense godly ki in non-godly forms, although you could say Galu was still high off the SSJG ritual he just underwent when he fought Beerus as a SSJ. But even in Blue I don't think he's ever shown the power to sense godly ki definitely in the manga.

I recall them sensing Merged Zamasu when he was raging as he powered-up in the Manga, but I'm not entirely sure. Something about him increasing his power in an out of control way or something.

I think Galu was just complaining to Vegeta that Merged Zamasu's power increase wouldn't have happened if not for Vegeta dallying around toying with Black. Wouldn't surprise me if they were sensing his ki there tho.

Zamasu wasn't a true Kaioshin yet though, hence why his fusion ran out, so he most likely didn't have the same quality as those with God Ki, even if he has such quantity.

Could be he was just suppressing his Ki. Either that, or a certified attendant has more Godly quality than even a Kaioshin apprentice.
