Is #17 SSJ3 tier or SSJB tier?

So, we've got two different, but ambiguous feats about #17's power.

First off, he fights evenly with SSJ3 Goku in the manga in chapter 31:

And then he blocks a hit that was aimed to take out Freeza from Jiren in chapter 40:

So, which one is it? SSJ3 tier or SSJB tier?

Blocking feats are pretty meaningless. 50% Freeza bothers to block Kuririn's and Gohan's piddly ki blasts before the Genki Dama. Tenshinhan catches punches from Drum.

He's SS3 tier.

No real evidence he is anything over Super Saiyan 3 tier.

Tenshinhan catches Drum's punches in the manga. It ain't filler, boy. Kami blocks Piccolo's punch. Grade 2 Vegeta even blocks one of Perfect Cell's punches. Blocking feats aren't consistent at all.

No.17 tried fighting Jiren for all of two panels and then decided self destructing was the best option. He's not even sniffing SSG tier in the manga.

As Void said, blocking feats aren't too reliable. The rest of #17's feats don't place him much higher than current SS3 Goku, maybe in between SS3 and SSG tier at the absolute most.

Can Goku sense #17's ki in that moment? I don't think Goku was fighting to kill either. He had to recruit.
