Counting the manga only considering Toriyama doesn't know or really cares about what happens in the anime. So is Broly stronger than Jiren in the manga?

They pretty well say that about every threat. In the movie he's only confirmed to be slightly stronger than Beerus (and therefore inferior in combat since Beerus has incomplete UI, as well as being more skilled than

Broly's likely the strongest threat yet, since promotional material suggests him to be above Jiren and Goku saying he's perhaps stronger than Beerus, which would suggest the probability of superiority lies in Broly's favour. If including more than just raw power, then Beerus is still the strongest due to having Psuedo-UI, Hakai and sealing abilities. Including amplified attacks, Beerus still takes it manga-wise when considering his Hakaidama was suggested to be capable of taking out all his peers with it if not for Sidra's barrier, despite Quitela being his equal and many of the others still being rivals to Boris.

- Goku stating Broly is "probably" stronger than Beerus.
- In the companion novel, Freeza states nobody can beat Broly. I don't know which form of Broly.
For Jiren:
- Jump scan of Ultra Instinct Goku stating he has power surpassing the Gods of Destruction. That may extend to Limit Breaker Jiren depending on how you want to specify things.
- The "rumor" about a mortal being stronger than his God of Destruction.
- Toei website stating Jiren has power at the level of the Gods of Destruction.

I still believe the anime and manga were pretty straightforward in telling us Jiren > GoDs, and that was before he had his rage power up. Broly is 'probably' stronger than Beerus, Jiren should be well above Beerus. Don't forget the complete lack of mentions for UI in the movie too. MUI is supposed to be the state that surpasses the Gods.
