I think Tao was just weakened because he caught Hepatitis B from Blue :et :et

Well, I'm not sure if I want to go with the retcon theory since we never see organic Tao ever again and it's not mentioned as a fluke or whatever that Goku won... but hypothetically, I'd put retcon!Tao on par with 22nd Kuririn and above everyone else from the RRA arc :et

Initial Match Level Goku should be above Yamcha/Kuririn. Yamcha said he wouldn't be able to defeat Chappa that easily.

Tao's reputation in the 22nd Budokai seemed really over hyped compared to his actual power. How do Roshi and Tien of all people consider such a shocking feat when they themselves could do it even easier than Goku did back then? It almost feels like Toriyama forgot there was a timeskip.

As for the match-up at hand, Chaozu was good enough to at least give Krillin some trouble even without his psychic powers. Krillin himself thought he could beat Goku, whom the last time he saw was stronger than Tao already. So yeah, I think Chaozu could take this easily.

Well Tao was maybe even the biggest threat in the whole world at that time, so it might be understandable.

What's your chain for 22nd Tournament (including Tao)???

Goku > or ~ Tien > Roshi > Krillin ~ Yamcha > Chaozu > Tao > Manwolf, Panput and Chappa. I don't care what order they're in.

I mean the last 3. Chappa, Panput and Manwolf, though on reflection I think Panput is easily below Chappa considering he's only a normal human and Chappa was apparently a threat to pre 22nd Goku.

Manwolf is a hard one. He has a 30-dan in kenpo which is just straight up impossible in the real world. That would put him leagues above any "normal" fighter, but the problem is that "normal" in Dragon Ball is different to normal to us. Goku was considered only normal when he was crushing boulders with his bare hands. Maybe a 30-dan is totally achievable in Dragon Ball world for any good martial artist.

That contradicts Yamcha and Kuririn's amazement on him defeating Chappa. Goku also said that he wasn't going all out so that would put Kuririn above the Goku that fought Chappa which really wouldn't make sense. To be fair, Kuririn had to fight Goku since they were paired up already, he isn't just going to back out of the fight. He was probably banking on getting an opportunity to grab Goku's tail.
