As for the match-up at hand, Chaozu was good enough to at least give Krillin some trouble even without his psychic powers. Krillin himself thought he could beat Goku, whom the last time he saw was stronger than Tao already. So yeah, I think Chaozu could take this easily.
Goku > or ~ Tien > Roshi > Krillin ~ Yamcha > Chaozu > Tao > Manwolf, Panput and Chappa.
