Is Elbaf actually a weak nation?

A 5 year old Big Mom proved to be stronger than an entire village, including both of the legendary former members of the Giant Pirates. Is Elbaf actually a weak nation in its current state?

Obviously the current Giant Pirates seemed to get a pretty big buff since pre timeskip but aside from them, Elbaf doesn't seem to live up to its reputation.
