Definitely not. Goku and Piccolo's combined power was able to destroy him body before his immortality allowed him to regenerate without the use of any Makankosappo, whereas they could do nothing to a Raditz not taking things fully seriously without relying on his weakness and amplified attacks. Goku even outsped Garlic Jr. and made him cough up blood from a kick to the jaw.

The guides (Actually a movie pamphlet/card) actually give the 1,450 number to "Garlic and trio". Given how they also gave readings to Garlic's goons, it's probably referencing their hypothetical power together.

Plus it's that "guide" that says Tullece's BP is 19k and 1st form Freeza is 85k so 2

The battle powers listed in this pamphlet for Ginger, Sansho, and Nicky appear to be based on Goku and Piccolo’s battle powers prior to their battle with Raditz. The specific Carddass card used for Garlic Jr.’s battle power is titled “Garlic and Trio” and lists the group with a battle power of 1,450, but it isn’t too clear on whether this is their combined battle power. Since the card lists them as a group, it could be hypothesized that Garlic Jr.’s battle power is actually 400, which can be reached by subtracting the trio’s battle powers from the group’s 1,450. This would put him more on-par with God, but the pamphlet seems to think differently.
