Is Garp's reason for being a marine shallow?

I mean, for most of the atrocities we saw the marines and world government committing, he didn't stand for. What's really in for him?

He probably assumed that he could use his position to do more good than if he wasn't affiliated with the Marines. He'd have been their enemy if he chose not to join them, and even with his great power, he wouldn't be able to manage anything if the entire government was after him. At least siding with them allowed him to exercise his own sense of justice whenever possible.
