Dabura(Expected) could perhaps be a bit weaker than Cell(vs. Goku), but they were still on the same range according to Goku:

“Yeah…Well, even if that wasn’t him at full force…I think that before he would have been a frightening opponent, but…7 years ago there was a guy called ‘Cell’…[Dabra]’s probably about as strong as him…”

Then it turns out Dabura is "way stronger" than Goku expected, which makes Dabura considerably stronger than Cell(vs. Goku), and then that same version of Dabura was tanked by SSjin Teen Gohan, which in turn makes SSjin Teen Gohan a lot stronger than Dabura, leading to a chain of Teen Gohan >> Dabura FP >> Cell vs Goku = FPSSjin Kid Gohan >=> Dabura Expected >> Teen Gohan... which doesn't make a lick of sense. That's why i prefer to ignore this nonsense and focus on Vegeta's statement.

Ki loss only happens in prolonged fights like Android 17 vs. Piccolo or when someone takes a massive beating or a extremely powerful hit(24k Vegeta vs. Monster Zarbon & Enraged Gohan vs. Raditz both come to mind), Gohan only took a few hits. Not to mention we can see on Gohan's face that he actually had to put a lot of effort into dodging True Speed Cell's hits, since his eyes are widened when Cell tries to hit him after increasing speed, which suggests Cell is about equal to him.
