Because Cell wasn't stated to have powered up after he fought Kid Gohan, and most likely only increased speed, since that's what the wording implies.

Actually, it is. Ki loss only happens in prolonged fights like Android 17 vs. Piccolo or when someone takes a massive beating or a extremely powerful hit(24k Vegeta vs. Monster Zarbon & Enraged Gohan vs. Raditz both come to mind), Gohan only took a few hits. Not to mention we can see on Gohan's face that he actually had to put a lot of effort into dodging True Speed Cell's hits, since his eyes are widened when Cell tries to hit him after increasing speed, which suggests Cell is about equal to him.
