Is it possible to power scale pokemon?

Machamp's desciption says it can knock an opponent over the horizon. So what level of Machamp can do that? Is it only applying to level 100? Or can it do it at level 28 (minimum level for Ma-oneIforgothenameofeventhoIjustgoogledit to become Machoke, which trades to Machamp)?

If a level 28 Machamp punches a level 24 Oddish and Oddish stays within a few metres away (maybe it faints or died, but it's nowhere near the horizon), then the Oddish is stronger like 1000x stronger than a human. Which would be ridiculous, because Team Rocket are able to kidnap pokemon that are stronger than a level 20 Oddish.

Usually in works of fiction feats go by the 'strongest version' of said character at the present, which would make that Machamp a level 100.

Which is why when people say Rilldo and Dabura were only as strong as FPC and not SPC because Cuntzenshu said so are goofballs.
