So, Base Gohan>Piccolo. Gohan had to stop Tagoma from beating the shit outta Piccolo. He also tells everyone to stay back while he fights Ginyu on his own. He's definitely portrayed as the strongest prior to transforming.

If you judge Kaioshin by his performance inside Babidi's ship, he's at most as strong as Frieza and probably a good bit weaker.

If you judge Kaioshin by pretty much anything else he did he's FPSSJ-tier, possibly even as strong as Perfect Cell.
