Is Manga base Goku god tier?

Goku is only said to be at the level of the Gods when he's Super Saiyan God. There's no merging with the Super Saiyan God stuff in the Manga.

Technically yes, since his feats in his Base form against Hit place him leagues above any DBZ character. He isn't close to those that can use God Ki, with BoG SSG Galu seeming to be the minimum power required for that, though he isn't behind by light years.

Anime base Goku I would understand the question because he is what the plot makes him to be, but manga goku?

When he goes at god level... he literally turns into SSJGod.
Base post-god ritual >>> Base pre-god ritual, but all his SSJ forms are identical to what they were in Z (in other words, SSJ = SSJ, SSJ2 = SSJ2 and SSJ3 = SSJ3) and post-god base Goku is still below any SSJ form except for the untrained SSJ form that no longer exists in super.

In other words, current super base Goku is still below FP SSJ Cell games Goku.
