Is Super canon?

The Super manga you can really easily fit into the original manga without trouble.

The anime is.... problematic. They reference the Ginyu Bulma filler in the F arc which means it can't be in the same continuity as the manga. I assumed it was then in continuity with Kai until the Yamcha baseball episode of Super made that impossible too.

Then the Gohan episodes do something weird. They reference a Z only filler where a Saiyaman movie was being in production (episode 205 I think of Z) but they use robbers who are only in the manga.

There's also the fact both the manga and the anime are built off of Toriyama's scripts which are... very vague at best given how there are some stark differences between the two versions. So, if there's anything "canon" from Super, it's these vague bullet points like Trunks fighting Dabura & Babidi, Goku getting x10 stronger than Vegeta against Hit then forfeiting, Frost using poison to win.

It isn't entirely minimal. He still provides the main plot outline for each arc. The manga is most likely canon. The anime on the other hand is only canon to the DBKai anime due to the addition of filler events Kai left in being maintained in it's continuity (eg. Bulma meeting Ginyu on Namek).

Only Toriyama's notes/outlines are really canon. The anime and manga are subordinates to that.

I once made a thread with my theory of three different continuities...

-Continuity 1: DBZ Manga, DBS Manga
-Continuity 2: DBZ Kai, DBS Anime
-Continuity 3: DBZ Anime, DBGT

Mainly due to the manga's serialisation schedule making it lag behind the anime, as well as it completely glossing over the FnF Arc. Considering the manga is far better written and well explained than the anime, I wouldn't say that's so, however, not to mention there was little reason to redo FnF when not only had Toyotaro drawn a manga for it already, but aside from a few positive changes in Super's anime, the main plot was no different from the movie.

Considering it's not in the complete manga that I own, obviously not.

There is no motherfucking canon in the franchise. If you don't like it, it does not have to be canon!

Anime's consistency is perfect if you ignore 10x Kaioken. Can you do it?
Not really. The anime still lacks an explanation as to how anticipating Hit's movements is enough for Base/SSJ Goku to do far better against Hit than SSB Vegeta did or how Hit's timeskip could harm him in the first place, both of which are explained in the manga.

As far as Kaioken goes, I imagine every instance of it used in a fight in the manga (eg. Bergamo, Toppo) will be changed to SSG Goku going SSB.
