This would make sense as to why Dr Gero thought Android 19 could take on Goku or Vegeta, Semi Cell not thinking much about Vegeta once he presented, Imperfect Cell thinking he can defeat Future Trunks in the future or Gohan Buu smiling while watching Vegetto transformed into SSJ.

It also would make sense as to why Piccolo initially had to test SSJ Gotenks and proves his movements. What do you think?

At the very least, it makes sense as to why many villains constantly underrate the SSJ increase or think they stand a chance until having a chance to be proven wrong.

I think FPSSJ ki > standing SSJ2 Ki is possible given that Kibito was told that he can't imagine the kind of power the 3 Saiyans displayed while he was dead, but with a 50x difference rather than 2x I can't really see it be the case here. Beerus wouldn't be impressed by any of the SSJ forms, especially ones below SSJ3.

SSJ2 to SSJ3 = 20 to 80 - an increase of 60

Base to SSJ = .2 to 10 - an increase of 9.8
