I believe he is. Why? Because Super Saiyan 2 Kid Gohan is all of his dormant power released via anger.

Ultimate Gohan is all of his dormant power released and pushed far beyond his natural limits. In other words, he has access to power he'd otherwise never be able to reach at that point.

Seeing as Vegeta confirmed SSJ2 Goku [BS] > SSJ2 Gohan [CG], Goku's statement appears to be delving into hypotheticals rather than a power that has actually existed.

You mean Goku using him as a measuring stick when assessing Trunks' power? The thing is, Trunks left the present timeline long before the introduction of things like Super Saiyan 3 and Majin Buu. With that in mind, Goku was simply making a comparison that's relatable for him. Whilst it is an understatement from what we know, it at least has some reasoning unlike some of the other questionable moments in Super.
