"Fierce" (if that's what was said) doesn't necessarily translate to power. If you're unsure of what was said, it'd be better to go back and review the excerpt.

Because he was unable to sense his true power for whatever reason? Gohan says "If you really want to test my power, you can just pay close attention to me in this fight" which indicates that Cell's analysis of Gohan didn't account for all of his power.

Well at least an answer can be provided for each occurrence that you feel uncertain about. When going by implications, it's best for them to be in accordance with what's properly established.

Gohan's own thoughts on his power do not denote a gap as extreme as what you describe. In base he said he can't access his full power, but the dialogue didn't suggest he was worlds apart from doing so. Then as a Super Saiyan, the only issue that was present in his mind was the maintenance of his power.

Logically, it only needs to apply to the story so far [at that period]. For example, the Daizenshuu states that Super Saiyan Goku [with reference to his initial SSJ self] is the strongest warrior in the universe, even though we know that this becomes outdated later on in the story.

Ultimate Gohan didn't exist back then.
