Is Ultimate Gohan really higher than young SSJ2 Gohan?

What's your point? Unless Gohan was to say that they were weaker than he was back then, this doesn't affect anything.

The KHH statement didn't seem all that distinct seeing as it didn't say it was the greatest "ever" or "of all time" or something else akin to that. Both statements pretty much fall into the same boat in terms of the point being illustrated; that's what matters the most here.

Why would he put this much focus into it though? The context doesn't demand it, and he doesn't even like fighting.

The statement next to the upper image on the right is definitely more distinct than the one I was referring to, but common sense dictates that it's just hyperbole.

It'd make it more clear to come from Gohan himself than from anyone-else. That's just my opinion.

Vegeta was available to witness/sense Gohan's power back then, so Gohan's input on the comparison isn't needed.

Just because it's a guidebook doesn't mean it's incapable of going over-the-top in certain cases. The Daizenshuu also describes the team-up of Goku & Piccolo as the strongest combination in history.

Yes. Even if SSJ2 released all of Gohan's potential it would still be weaker than Old Kaioshin's ritual.
