In the anime Goku was stated to had got power up after unlocking Ultra Instinct, as well as refined reflexes. As this is the result of Goku pushing beyond his limits after being exposed to the Genkidama. In fact, all of Goku's UI transformations would be triggered by Goku encountering a battle power that is well beyond his natural limits (SSJ Kefla, Jiren).
However, in the manga Goku's UI trigger is watching Roshi's movememts against Jiren. As if it was a technique Roshi was teaching him, which fits with the dialogue of Roshi stating that Goku has more to learn about battles and bringing up the teachings of his previous mentors.
Whatever Roshi's technique is, the mechanics of it seems quite similar to Ultra Instict but still a far cry from it. Roshi's battle power couldn't of went up when he used it since Kahseral (a Base Saiyan tier fighter at best) said Roshi's battle power was low as fuck. Roshi himself said that what he was doing didn't have to do with power or strength.
Earlier, we saw Beerus use an incomplete version of UI against the other Hakaishin. In power he didn't seem to be much stronger, as he struggled to break Mosco's grip. However in reaction speed he was well above them.
