I sometimes just go by the fan theory that the weaker blast that got overpowered cushions the blow from the stronger blast. It's the only way to make sense of Piccolo, Vegeta and Freeza not being vaporized from Goku's blasts.

The multipliers had gotten ridiculously large at this point of the series. Also, maybe Vegeta distracting Cell weakened Cell's blast.
