Some words in Japanese don’t have plural, so it’s probably meant to be ambiguous.

I’d say Jiren > All GoDs. Jiren is the final antagonist of the series (Broly and SH are just epilogues/side stories that aren’t about Goku), and Goku unlocking MUI and beating Jiren symbolized him finally surpassing the GoDs.

I don't disagree with this. However, from what I can tell this website just serves to the purpose of promotioning the Episode in which Whis is saying that.

In the manga is questionable, for not to say there are several characters weaker than Beerus that make Jiren look like a weakling.

I really just like the Goku black saga and Moro in manga, the rest is all weird (especially Jiren who got beat up by Roshi wtf)
