Kaioshin expects the Saiyans to be stronger than himself, and expects them to need to team up against Pui Pui.

Babidi and Dabura agree.

This seems to be a clear indication of Pui Pui > Kaioshin by a lot. Babidi expects Pui Pui to be finished killing all 3 Saiyans, regardless of Kaioshin's involvement.

Kaioshin saw Gohan turn into a SSJ2 and knows the other Saiyans can do the same, as proven Pui Pui is a far aways from Base Saiyans, let alone SSJ2 tier, so I don't think Kaioshin's words are anything to go by.

Why was Kaioshin afraid of Pui Pui and why did Babidi think Pui Pui could easily defeat Kaioshin?

Does Babidi even know how powerful Kaioshin is? Babidi can't sense ki iirc and whatever scouter he uses seems to be faulty since he thought Pui Pui would beat the Base Saiyans.

The only thing that was suggested to be faulty is everyone's perception of the Saiyans. Everyone else seems to be aware of each other's power.

Babidi, Dabura, and Kaioshin are all equally shocked by Base Vegeta vs Pui Pui.

Everyone seems to understand Pui Pui's power based on him killing Yamu outside.

Gohan thinks absolutely nothing of Pui Pui.

I think Gohan > Vegeta (vs Pui Pui) >>> Pui Pui > Kaioshin.

Kaioshin is probably piss weak, well below Android 18 level I'd say. Or at least somewhat below.

Kaioshin might only be Super Saiyan Androids level.

Yeah, I think I’m considering this option more and more now. Kaioshin and Babidi agree that Kaioshin is helpless against Pui Pui. Vegeta defeating Pui Pui makes them think that Vegeta is Uber powerful, not that Pui Pui was weak.

Kaioshin blatantly admits to forgetting about SSJ2 Gohan's power. He's only reminded of it after Goku defeated Yakon.

He's still more amazed at Vegeta and Goku than he was at Gohan.

Kaioshin didn’t think that highly of Pui Pui. Was he not confident in at least getting up to Dabra? I don’t think he’s expecting to just barely squeak by the first level.

All Kaioshin ever says about Pui Pui is “You mustn’t underestimate your opponent! Babidi gathers only strong warriors from everywhere and makes them his allies!”

This is a concrete power statement? I mean, really. Keep in mind that Kaioshin is worried about the Saiyans simply taking damage too.

But Pui Pui was never said to be weak after!

And?

1 Babidi and Dabura thought Pui Pui could take out the Saiyans in mere seconds.

2 Everyone thinks the Saiyans are stronger than Kaioshin

3 Everyone is shocked by Base Vegeta’s power.

1. They were wrong.

2. Kaioshin does. You're going to need to flesh this one out, because this is only relevant if "everyone" involved sees the situation in front of them the same way. I can tell you right now that they don't. You're trying to link back to point 1 with this? It's a flimsy connection if so.

Kaioshin knew about SSJ when he said Goku was stronger than him. If he admittedly forgot about it on the ship, does he still have Saiyans > himself in mind?

He should, he's just being a mega tard. To be more specific, he isn't thinking about Gohan's SSJ power right that second.

They were wrong because the underestimated the Saiyans, not because the overestimated Pui Pui. Kaioshin is just as shocked as they are.

Babidi and Dabura both think that the Saiyans have wonderful energy and are very strong. Babidi is more worried about the Saiyans then Kaioshin. Kaioshin is a complete after thought.

Pui Pui > Expected Saiyans > Kaioshin is the power chain that's being told by the narrative.

He says that one of you may be No.1 in this realm, but over in the Demon Realm, Dabura is without dispute.

Kaioshin says I'm glad you guys came, I don't know if I could do this without you all.

Kaioshin says he doesn't think he could beat Goku at the Budokai. It all adds up.

Expected Saiyans > Kaioshin is literally rock solid.

Kaioshin's shock is irrelevant to the first point, we're not talking about him. Babidi and Dabura obviously can't overestimate Pui Pui because they know him, but they sure can underestimate the Saiyans to a greater degree than Kaioshin did. Babidi thought they were Earthlings. Kaioshin knows that they're Super Saiyans.

Expected Pui Pui >= Expected Saiyans >= Kaioshin is the power chain that's told by the narrative, Gohan notwithstanding.
The only thing that the narrative REALLY tells me, as far as the dialogue goes, is that Babidi and Kaioshin underestimated the Saiyans.
I'll say it again: Babidi was wrong. Let me tell you, in full, what Babidi thought, as you've omitted some things: he thought that Pui Pui could beat all 4 by himself. This on its own destroys his credibility because it tells you that he doesn't know what Kaioshin is capable of.

Kaioshin's shock is irrelevant to the first point,
It's not. The author clearly shows that the Saiyans know something the rest of the cast don't. Kaioshin, Babidi and his men all seem to have a similar understanding of what's going on. They all seem to agree with the same power predictions. The narrative is clear.

Kaioshin considers Pui Pui an opponent they need to team up against. The Saiyans don't. Babidi considers Pui Pui an opponent who can kill the Saiyans regardless of if Kaioshin interferes or not. These are key plot elements you cannot hand waive.

Babidi and Dabura obviously can't overestimate Pui Pui because they know him, but they sure can underestimate the Saiyans to a greater degree than Kaioshin did.
It doesn't seem likely, both of their predictions are similar. Babidi tells Pui Pui he needs to be careful to take on the Saiyans, but expects Pui Pui to finish off the Saiyans quickly, Kaioshin being helpless to stop Pui Pui.

Babidi thought they were Earthlings. Kaioshin knows that they're Super Saiyans.
The form isn't effected by the power suggestions made by both sides.

Expected Pui Pui >= Expected Saiyans >= Kaioshin is the power chain that's told by the narrative, Gohan notwithstanding.
No.

Pui Pui >>> Expected Saiyans

Pui Pui is expected to be able to defeat all 3 Saiyans quickly, but they are strong enough he has to be careful. They are nowhere close to him. Expected Saiyans should be 66-70% of Pui Pui at best.

The only thing that the narrative REALLY tells me, as far as the dialogue goes, is that Babidi and Kaioshin underestimated the Saiyans.
Yes, because Babidi and Kaioshin seem to have an understanding of how Kaioshin and Pui Pui relate to each other, it's the Saiyans who are the variable, not Kaioshin or Pui Pui.

I'll say it again: Babidi was wrong. Let me tell you, in full, what Babidi thought, as you've omitted some things: he thought that Pui Pui could beat all 4 by himself.
Which is why it's very important to understand just what Babidi was wrong about.

Babidi isn't wrong about Pui Pui being able to beat Kaioshin and 3 fighters superior to Kaioshin, all within a minute. He's right about this.

This on its own destroys his credibility because it tells you that he doesn't know what Kaioshin is capable of.
No, since Kaioshin is equally in shock to Babidi, it shows that it's the Saiyans who exceed expectations, nothing else.

Expected Saiyans (Post Pui Pui) >>> Pui Pui >>> Expected Saiyans >> Kaioshin

That's what is shown.

Kaioshin is completely helpless, unable to even be of use helping out against Pui Pui or Yakon. He's as weak as they come.

He knows how strong Pui Pui is?

Absolutely not. Babidi expects Pui Pui to finish off all 3 Saiyans quickly (with some trouble potentially), but Kaioshin doesn't, he only urges them to fight together and not underestimate their opponent.
Again, Babidi and Dabura thought that the Saiyans were Earthlings, so to call their predictions similar is already a stretch based on that alone. You're also forced to assume that Babidi and Dabura know what Kaioshin is capable of (they don't).

The form isn't effected by the power suggestions made by both sides.

That isn't what I was saying. Babidi thinks the Saiyans are Earthlings; this relates to their race, not their form.
When Vegeta kills Pui Pui, Dabura comments that there was nobody like this on Earth 300 years ago. That is his baseline. Kaioshin knows better than he does.

No.

Pui Pui >>> Expected Saiyans

Sure, in Babidi and Dabura's minds. They're the only ones who know how strong Pui Pui is.

In Kaioshin's mind, it's Expected Pui Pui > Expected Saiyans. He doesn't know how strong Pui Pui is, and his "Expected Saiyan" is different from Babidi's "Expected Saiyan."

Babidi isn't wrong about Pui Pui being able to beat Kaioshin and 3 fighters superior to Kaioshin, all within a minute. He's right about this.

He's completely wrong. You have to ignore key portions of the manga to think otherwise. It is indisputable that he's wrong about this. Think back to Gurd vs Gohan and Kuririn, and imagine that Vegeta doesn't intervene. And don't tell me that Babidi isn't thinking of magic, because then you've shot your own argument in the foot.

No, since Kaioshin is equally in shock to Babidi, it shows that it's the Saiyans who exceed expectations, nothing else.

You're right that the point of the scene is only to show that the Saiyans exceed expectations...obviously, because Vegeta is the one who fought.
But then you've gone on to say that, because that was the only purpose of the scene, that Babidi must be correct in believing that Pui Pui would beat Kaioshin, or Kaioshin + 3 others. That isn't suggested anywhere. The focus of the scene was simply on something else, because the point of the story here is to wank the Saiyans off, but the conclusions you draw by taking in the entire context go beyond that basic takeaway.

Kaioshin is completely helpless, unable to even be of use helping out against Pui Pui or Yakon. He's as weak as they come.

He acts completely helpless. Big difference.
