Same as GSM said in regard to Pui Pui. Compared to Cell Arc characters, above the Pre-Rosat SSJs and Gingertown Cell, but weaker than #18. He can't be much higher if below the Base Saiyans when the kids aren't too far above #18 in their base forms.

He can be anywhere from below 2nd Form Freeza to above Buu Saga Piccolo.

As of now I have him as strong as Super Saiyan Gohan. I believe Gohan was a Super Saiyan 2 against Dabura.

He was a Super Saiyan 2 there as well. The anime even seems to depict him as such.
It is Super Saiyan 2 power that throws Kaioshin into a panic. Not Super Saiyan power. He already expects Super Saiyan Goku to be superior to himself.
Super Saiyan 2 power is what makes him think they can use the Zeta Sword.

Sounds like bias for me.
Those who believe Gohan was a SSJ2 vs Dabra believe so because they think the story override the art. Absolutely nothing on the story specifies the form he's in. Only the art, which portrays Gohan as a regular Super Saiyan.

Please guys, don't start yet another SSJ VS SSJ2 debate, especially when it's absolutely not relevant to the subject at hand.
Anyways, I have Kaioshin noticeably stronger than CG SSJ Vegeta due to being far stronger than Boo arc Piccolo (Piccolo's performance against the Cell Jrs seems to suggest he isn't far weaker than Vegeta and Trunks), maybe about as strong as SSJ Goku (CG) as well, but absolutely no match for SSJ Gohan (CG).
