He is strong enough to not get felled by a Cell Junior, but no match for Suppressed Cell(expected).
So a small chunk ahead of 50% Goku sounds good to me.

As far as Piccolo knew, what he sensed was Goku's full power. Furthermore, he already knew Goku seemed prepared to challenge Cell, meaning that he clearly stood more of a chance against him than Piccolo did.

I've been saying so for decades, but i never imagined i'd find a person reasonable enough to agree with this.

Personally I have to Piccolo (CG) at the same level Cell Perfect (Deleted against Vegeta ASSJ). I have this: Goku MSSJ (50%)> Trunks Goku USSJ >> MSSJ (50% / Relaxed) = Cell Perfect (Deleted against Vegeta) = Piccolo (CG).

Who was he called trash by?

Actions still speak louder than words, and what we did see was that Piccolo was the only one standing and putting up any fight against the Cell Juniors. The humans and a weakened MSSj Goku were all eating dirt.

I also am not sure if Piccolo ever thought that Goku's 50% was stronger than he was, or that it was actually all of Goku's power.

I'd put him slightly above 50% MSSj Goku, with Vegeta and Trunks being around 15% or so stronger than him.

Except that it really didn't seem that way.

Goku sensed Cell's ki when he IT'd to him, and also knew that he was hiding a lot of power. Goku didn't even know if he could beat Cell. So it should go without saying that a Piccolo who is definitely a lot weaker than he is would stand no chance.

A lot of room for Piccolo to be at or a little over half of Goku's power and close to Vegeta and Trunks, while still having zero chance against Cell.

As far as a comparison between Piccolo and 50% Goku goes, it means nothing because 50% Goku is trash by the same token: he's no good against Cell.

They'd be more hopeful if they thought he had a chance, though. Instead they act like he's fucked. Trunks even asks Goku if Cell has any weakness or if he has any plans (one or the other, or maybe both, can't quite recall), and later on Piccolo and Trunks just assume he has some plan. Except for the initial surprise, no one ever questions Goku's assertion that he'd lose to Cell either, not even after being blown away by half his power.
