Kamui is kind of meaningless if someone decapitates you before you can use it. Tokitobashi is the better hax, but only for people with high enough speed to take advantage of it I reckon.

It all depends on the stats of the one using it. Tokitobashi is a pretty poor time stop move compared to many others (eg. ZA WARUDO!!) that only works to it's full extent if the user's speed is superhuman enough to make it lethal, meaning Kamui may be more useful if the user isn't that fast. With vastly superhuman speed though, Tokitobashi is the superior technique though.
