Kanki vs Ousen

I think it's hard to answer. At first I thought Ousen was a better strategist when he bested Riboku in the Shukai plains. But later, after Kanki getting close to smashing Riboku, with Riboku saying they might have fought the strongest Qin general, I thought Kanki was indeed the strongest. But then, by Ousen, in a non boasting way, saying he could defeat Riboku 10 out of 10 times, I don't know anymore, Riboku may have underestimated Ousen still when saying Kanki was the strongest Great General. Kanki once said that Ousen always gets what he wants, that he knows what he's doing. At the same token, Ousen was surprised when Kanki used that strategy to ambush the northern Zhao army and kill the general who had killed one of his men, which led him to doing that massacre later on, with Ousen saying --- to the strategy he employed to ambush them --- that even he (Ousen) wouldn't go that far.
So it's tough to say... I'd say they may have specific areas one outperforms the other without a clear stronger one.

If it's a head on clash tho, with both armies fighting directly, then Ousen as he's well more versed with strategic army battles. If it's a battle in which the armies still need to collide and there are other variables, they haven't found each other yet, then it may be another story... Maybe that's where both excel on each other.

Kanki is very hard to scale due to his unorthodox style of warfare. The reality is that is depends on the variables of the matchup like terrain and whatnot. Under the right circumstances, he can defeat basically anybody in the verse. On the other end, he is suggested to be the worst when it comes to traditional army collision battles.
Kanki is probably the best matchup against Riboku in that regard, so from the latters perspective, he would be considered the "Possibly Strongest Six Great General". But I don't think it's meant to be viewed from an objective lens, and it's not like Riboku said it in a definitive way.
If you literally mean "head on" as in just having the two armies engage each other directly without any other context provided, than Ousen would undoubtably win 9/10 times. Otherwise, you have to specify more variables of the matchup for any sort of conclusive answer.

Riboku outright had to plan for half a year just to capitalize on Ousen’s weakness. Having to adjust the battlefield specifically in a way that hinders his actions.
You would have to give variables as to why Ousen would be forced in this kind of situation against Kanki.
On the other hand, Kanki having little to no understanding of fundamental tactics is a constant in every scenario.
