Toriyama said they break when they catch a high battle power as showy staging for a comic, and that it should really be impossible since it's digital, but if he had to describe it in analog, it was like a counter being unable to take going at breakneck speed.

Not sure what to make of it since he admits there's no real logic behind it, but since Scouters of the old model commonly break past 22,000 there appears to be a threshold to the numbers they can handle. Ki amp, ki techniques, are their own thing. Everyone has to come up with new moves to improve their amp. Only Goku really is someone who refines his original technique.
