Yep, now that you mention it Namu seems to fit better as his teacher. Both also have a common link, due to both being pretty poor and going to the Tournament so they could get enough money (in Namu's case, money to buy water).

Nam seems to be a really wise and nice guy as well, while Chappa looks like an arrogant asshole insulting Goku at the 22nd and going after Goku only for revenge at the 2rd.

I'd say Chappa fits better if looking at their ethnicity and clothing, seeing as how Toriyama shades in Oob and Chappa's skin whilst leaving Namu's without shading in the manga, hinting at them having a darker skin pigment. Whilst that wouldn't necessarily solidify Chappa being the only choice, it'd make more sense for Oob's sensei to be the same race as him due to Oob having not ventured out into the world before and would therefore only be trained by one from his village, unless his master were someone to have actively come as a visitor as Goku would.

Well, India has tons of light skinned folk considering it's a country of a billion people and more or less a continent in its own right, in fact dark skinned ones get discriminated over there too. But yeah, if assuming their village is homogeneous Chappa makes some more sense, plus 23rd Chappa >>>> any incarnation of Namu, even though the difference is pretty meaningless in Super and Z.
