Nah.

Gokus speed hasn't changed and Daimao rivals that speed. Why make things complicated. For what?

Tenshinhan notes he's faster than 3 years ago, albeit marginally. Had Goku's speed stayed the same, Tenshinhan would've said something more like "However, there's one think you haven't changed at all from 3 years ago."

Do the next line which he states Goku hadn't changed at all. It's two lines champ.

Shen vs Yamcha and Piccolo vs Krillin are not faster than Goku vs Tien.
