1) Your quote shows that Piccolo was indeed holding back.

2) Piccolo is also impressed with Weighted Goku's speed as well as Tien's while he was holding back. Both are confirmed to be faster than Krillen.

3) Yamcha was keeping up with Goku just fine before. Goku has not changed his speed.
1)Well, while the battle went pretty one-sided, his toughness still made him realize that it won't be easy to take over the world.

Depending on how far we have him stronger than King Piccolo, Krillin may have a chance.

2)Which is strange. Considering the fact that Piccolo as his father's memory, he shouldn't be impressed by Goku's speed, as it didn't changed since back their last battle. And Goku was also clearly faster than King Piccolo.

Krillen being impressive doesn't make him stronger than King Piccolo. Considering powers that are suggested to be on par with King Piccolo seem to be out of his reach.

I don't think his memory is perfect. He doesn't remember Tien now does he?

Well in that case, I'd give this to King Piccolo.

There is some leeway. It's possible Goku ( Weighted Speed ) is a bit superior to Goku ( vs King Piccolo ), but it wouldn't be by much.

Either way, I'd say King Piccolo at least has a slight edge there as well.

And that's exactly why I do indeed give it to King Piccolo.

Either way, Yamcha and Krillen's progression from being around King Chappa level to King Piccolo level in a just a couple of years is bonkers.

Demon Jr's memory is not perfect... want an example? King Piccolo saw Roshi dying in front of him, but Piccolo Jr not found it odd Roshi still be alive.

Good list but Krillen should be firmly below Weighted Goku.

Don't forget that Krillen and Yamcha showed absolute inferiority to Tien as he dispatched of Tao Pai Pai, yet nothing suggests that was the fullest extent of his power.

I'd go with this for now...

Tien ( All Out ) 120
Tien ( Holding Back Speed ) 100
Weighted Goku 100
Goku ( Post Sacred Water ) 100
King Piccolo 95
Krillen 85
Yamcha 82

I think Piccolo being 95% of Goku is quite a gap for what the fight suggests; I think should be a 97~98% gap.

Yea you are probably right. They are completely even until Goku starts wearing him down and then lands a nice combo that essentially makes him give up on hand to hand. It's more about King Piccolo's weak will than power or speed. I was just thinking about that.

I think that last punch that knocked out Tao was as hard as Tien could hit.

Could be as hard as Tien hits, but not as fast. Tien was fighting all out in power vs Goku ( Weighted ) but he was holding back his speed.

Yamcha and Krillen are sweating like mad while watching the fight. It's already been suggested that Tien is levels above the two of them while they both admit complete inferiority to Tien after he destroys Cyborg Tao. Goku is able to keep up with the Tien who makes Krillen shit himself.

It's pretty clear that

Tien > Krillen

and Goku = Tien

Therefore

Tien = Goku > Krillen

How strong is Kami inside the old man's body?
I'd like to say he's much stronger than Goku Post Sacred Water, but I'm not sure. If so, Yamcha's Sokidan damaged him a bit and he was very fearful when dodging it. So Yamcha could win if that were the case.

It's tough to say how strong Kami is. We can guess how strong Yamcha is and work backward.

I think Yamcha's Sokidan that knocked back Shen would take Daimao's head off. But does Krillin have any impressive techniques like that? I don't remember.

The only techniques Kuririn used in the 23rd Budokai were the Kamehameha and then a double Ki blast which Piccolo called "worthless"

Piccolo: “A worthless technique! Did you really think I wouldn’t be able to dodge this?!â€￾

He was shocked by it a minute later, not due to its power, but the fact it can home in on its opponent. So Kuririn might be able to hit King Piccolo with the attack due to the surprise factor, whether it'd do any damage or not, who knows.

When Tien finishes off Tao (with that last punch that was Tien's full power), Krillin says ''He's a little too
strong''. The words ''a little'' and Krillin's expression not being a total give up mood indicates Krillin is like
90% of Tien's full power. Many times in Dragonball has one been impressed by strength/speed which are
at the same ballpark as his own. Or maybe i increase Goku's/Tien's initial speeds at 110 and consider Tien
having speed greater than his power level, like Burter.
