I believe they are about the same power. I'll give it to LSSJ due to putting Broly in a more unpredictable state, combined with the seemingly inifinite ki that it had.

I've always gone with M8 LSSJ Broly = M10 SSJ Broly. Gohan notes he's still as much of a threat as he was in their previous encounter, so why not. Although if I wanted to go with "Worst Case Scenario" for Broly, than I would say M8 Broly wins due to Broly's power not changing from being frozen for seven years and his wound not being able to properly heal.

If it were referring to strength, why would Gohan say this in regard to Broly being in a lower form, rather than something such as say "To think he'd be this monstrous as just a Super Saiyan" or something similar. The context likely just refers to Broly's merciless and relentless personality.

I'd say M8 Broly should win with mid-diff.

His relentless pursuit of the kids just because Goten looked like his dad and beating up his waifu are enough to called monstrous in Gohan's eyes.

Sums up my thoughts perfectly. The SSJ Broly we see in M10 might be the true unadulterated version of his form in contrast to M8 where he had a device heavily restricting his power.
