Crocodile didn't have Haki yet he was semi-relevant. And Croco-boy is fodder compared to Magellan, Ivankov managed something also and he's also crap compared to the big poison guy.

Well Crocodile should, as he was battling Doflamingo who has Conquerors Haki, so I'd think he does.

Also Ivankov is sketchy. If you look at it in the big picture Magellan didn't even do damage to him, so I'm not sure what to say on that.
