Mickey Mouse should win with complete ease lol. Toonforce is generally unstoppable tbh. Only literal Gods (think Beerus against Ariel) can really overpower it.

Videl can fly, Mickey has Dumbo ears but without the upside of flying. Mickey has no eyelids and when he looks into the sky for Videl he's blinded by the sun and his mouth is fixed open (as shown in the photo), so he dies of dehydration as he searches for water while contending with his newly-acquired blindness (don't look at the sun kids, wear safety goggles - better to see after chem class than to be seen as cool during chem class).
