Well, we don't know if top tiers like Garp or Shiki even had it. Nor do we know about the Admirals being capable of it. I'm also pretty sure that Blackbeard doesn't have Haoshoku despite being one of the strongest currently alive.

Having Haoshoku doesn't guarantee anything. Hancock and Doflamingo aren't even close to being top tiers despite having it.

Fair enough, I'm just saying I hope it's not the case that guys like Mihawk and the admirals have it.

I think it could be a genetic thing to some degree. When Luffy first displayed it at Marineford it was said to be no surprise due to his heritage. Others who have it (Ace, Katakuri) had parents with Haoshoku, and neither Ace or Katakuri have shown "qualities of a king" or a desire to conquer.

I mean, Ace did want to take down all the Yonko (I think) and Katakuri sees himself as the perfect being that everyone in the family respects. Not to mention they all seem to naturally have people drawn to them.

I don't see why it would be an issue if Mihawk has it then. His ambition was clearly higher than the likes of Katakuri or Doflamingo and he literally wanted to conquer every swordsman - and he did. I'd really find it strange if he doesn't, but not because I think it's a requirement to be a top tier.

He's seems kind of like the loner type that mostly keeps to himself. He doesn't have the characteristics that Whitebeard and Shanks has that allows them to have such a loyal following. At least that's my interpretation.

Agreed, though I don't think that would disqualify him from having the ultimate ambition. He didn't start out as the strongest swordsman, he got there through his own willpower and ambition. Zoro doesn't have the qualities you are thinking of, nor does Rayleigh, but they still possess it.

Fair. The most we can say for certain is that someone like Kizaru most likely doesn't have it when he follows whatever orders the Celestial Dragons give him even if unwillingly.

Yea I really hope they don't. The Admirals already demonstrated extremely high level Busoshoku so it's not like they need it.
