After looking at the last 2 episodes, I can guarantee you that it is not based on strength, but the quality of life and how Gods do their jobs. This makes a lot more sense when looking at why Universe 7 and 9 are the lowest on the scale. Universe 9 G.O.D is stated to rarely destroy anything, and their Kaioshin is a prick. Beerus is 2nd to the bottom because he sleeps more than he destroys. Makes more sense why Zen-Oh wants to eliminate those Universes.

Strength would still have to play some role. If it didn't, there'd be no need to decide the surviving universe through a tournament, as it's far from the prime way of judging quality of life.

It also seems like the natural route if they're truly saving the "upper-tier" universes to be opponents for a later arc, not to mention falls in line with non-godly mortals like Hit possessing such high battle power in other universes.
