as the name states power levels are equalized so it's a battle of skill/abilities which almost all the movie villains have right? No Immortality for Garlic and no repairs for Metal Cooler. Also this is Beerus from the BoG movie-

Broly gets taken out almost instantly, Lord Slug wins round 2 because he can stretch his arms and has regen.
Giant Slug wins againt Hirudegarn because the giant bug is a mindless brute just like Broly.

Super Bojack wins against Abocado, who is an idiot just like Garnes and Broly.
Dr. Wheelo is smart, Super #13 isn't, ergo Super 13 loses.
Wheelo wins against Bojack because he is smarter.

Super Janemba wins because overpowered reality warping. Beerus wins against Turles because he can fight without thinking.
Janemba wins against Beerus because he seems to have more skills.

Salza wins against Chilled because he has more fighting experience, whereas Chilled is just like his great grandson: a prick with barely any fighting skills due to the fact he was born with great power and never trained a day on his life.

Zangya gets taken out almost instantly, cause Cooler can regenerate and become immune to attacks which destroyed his previous incarnations.
Salza is taken out easily just like Zangya, unless Cooler offers him to become a part of his army again

FINALS:

Tough one. Giant Slug can stretch and regenerate, whereas Wheelo seems to be a tactician. I say Slug takes it
Janemba vs. Cooler is a very, very tough one. Janemba can regenerate and he has reality warping skills, not to mention he can create clones of his opponent and mimic the same attacks. I still say Cooler wins though, because he can become immune to the attacks which destroyed him previously.
Wheelo would be taken out by Janemba 10/10. Janemba has regeneration and much more skills. Wheelo has nothing which can remotely even come close to taking him out.

Giant Slug would definitely lose to Cooler. Cooler has better regen and the op ability shown above.
