The fact that Kid Buu gets angry and Good Buu is able to match Kid Buu's speed at all speaks volumes.Kid Buu doesn't seem to be fighting seriously against Good Buu. In the 1st part of the fight, Good Buu just managed to land one hit and one ki blast that actually destroyed part of his body (even then, SSJ2 Vegeta could do something similar initially), but Good Buu acknowledges inferiority not so much afterwards.

Good Buu is indeed inferior, but not by all that much. Kid Buu can perform all of those feats at 1.25x type of gap. No more is really needed.So, why Good Buu do worse from one moment to other and even in the 1st part he acknowledges inferiority?
Goku is struggling because no hands Freeza is still superior to him, but he ain't outclassed at the point in which he can't manage to touch him (he could touch his tail), break his deffense or also make Freeza felt in need to use his tail.Goku struggled with Freeza's no hands ability and was lucky to win the exchange. So just a few more percentage points in Freeza's favor could have sealed the deal.
Super Saiyan Vegetto isn't much stronger than Buuhan, he needs to use full power and full effort at times and is even threatened by Buu's ki blasts.

Also, I'm not saying that Kid Buu is much superior to Good Buu at the levels he is opperating, but definitely stronger at some degree, considering that Fat Buu never acknowledges inferiority to SSJ3 Goku, but did with Kid Buu.
