Yes, but Mr. Buu has Dai Kaioshin and South Kaioshin's power unrestrained within him, despite losing Kid Buu.
Fat Buu fared better against SSJ3 Goku than Mr Buu against Kid Buu.

True, but that's only because Goku was holding back. I argue that Kid Buu vs Good Buu is exactly what Ssj3 Goku (All Out) would look like vs Fat Buu.
I don't think Goku was holding back that much.

He's holding back enough to where he knows he can definitely win. I think Kid Buu vs Good Buu is an exact representation of that. Goku wasn't even going all out against Fat Buu, there's no better comparison then what we got.
He said he could have won if he had fought all out, not that his opponent was trash compared to him.

Fighting all out generally indicates a large gap.
Goku wasn't fighting all out against Beerus initially in the BoG movie, later we find out he was only using 80%.
This could be a very similar scenario.
Goku confidently declares he could have defeated Fat Buu, despite fighting in the living realm, he still doesn't think Fat Buu was a problem.

Sure, both Goku and Fat Buu are holding back. Goku is most likely aware of this. Goku, despite Buu holding back, despite being drained in the living realm, despite Majin Buu's insane regeneration, does not think all that much of him and declares he'd defeat him.
I think the best view we can have of this fight is what we got with Kid Buu vs Good Buu. This should be Toriyama's exact idea of how Goku vs Fat Buu would go.
Good Buu is clearly displaying power on par with Fat Buu and he still gets smashed, although he held his own a bit.

Hmmm no, Goku actually could destroy his deffense, something which Gohan Buu can't do with SSJ Vegetto, as well as Good Buu with Kid Buu. Possibly Piccolo could've done it but choose to destroy his hands due to the energy absorption (therefore, we will never get an straight answer).
Kid Buu doesn't seem to be fighting seriously against Good Buu. In the 1st part of the fight, Good Buu just managed to land one hit and one ki blast that actually destroyed part of his body (even then, SSJ2 Vegeta could do something similar initially), but Good Buu acknowledges inferiority not so much afterwards.
In the 2nd part of the fight, Kid Buu was completely dominating him and making fool out of him, from then Good Buu couldn't reedemed from the fight and nearly got killed.
So, what conclussion can we make of Good Buu doing worse from one moment to other and even in the 1st part he acknowledging inferiority?

Goku struggled with Freeza's no hands ability and was lucky to win the exchange. So just a few more percentage points in Freeza's favor could have sealed the deal.
Super Saiyan Vegetto isn't much stronger than Buuhan, he needs to use full power and full effort at times and is even threatened by Buu's ki blasts.
The fact that Kid Buu gets angry and Good Buu is able to match Kid Buu's speed at all speaks volumes.
You should look at the next panel. Good Buu is able to chuck Kid Buu off of him.
Good Buu is indeed inferior, but not by all that much. Kid Buu can perform all of those feats at 1.25x type of gap. No more is really needed.

Goku is struggling because no hands Freeza is still superior to him, but he ain't outclassed at the point in which he can't manage to touch him (he could touch his tail), break his deffense or also make Freeza felt in need to use his tail.
SSJ Vegetto didn't go all out at any point of the fight against Gohan Buu, which makes Kaioshins wonder why he didn't finish him off and why he is toying with him.
What if Buu isn't showing his performance against Kid Buu? I mean, Majin Vegeta could do the same with Fat Buu and was doing too good against him at the beginning.
That didn't do much, at least, Kid Buu kept coming back while smiling and also dodged his Chocolate Beam, then Kid Buu completely overpowers him from later on.
Also, I'm not saying that Kid Buu is much superior to Good Buu at the levels he is opperating, but definitely stronger at some degree, considering that Fat Buu never acknowledges inferiority to SSJ3 Goku, but did with Kid Buu. Also the fact that he could grasp him like that whereas Gohan Buu or Super Buu couldn't do it with SSJ Vegetto or SSJ3 Gotenks.

Yes, Piccolo says that Evil Buu took most of the power, as he is checking out Evil Buu, he starts freaking out.
Trunks says, you saw our new power right, of course we will win, to which Piccolo says, that they'll be done in by this new Buu.
Evil Buu > Super Saiyan Gotenks > Fat Buu = Good Buu
Super Saiyan Gotenks needs to train to be able to handle Evil Buu.
You don't need a timestamp, Evil Buu exists for literally 3 minutes. It's within those 3 minutes.
