Did he regain any power? He outperforms Good Buu vs Evil Buu against a a stronger Kid Buu.

Vegeta thinks he’s a threat and can produce another Buu and Buu fights so good against Kid Buu.

If it was just Good Buu, Vegeta wouldn’t be worried about another Buu being formed.

Vegeta has a right to be worried because he himself was weaker than Good Boo. If Mr. Boo = Good Boo that fact doesn't change. It's also fair to say that Vegeta is no expert on Boo's biology, this he has no idea how Pure Evil Boo formed in the first place.

Good Boo performing worse against Pure Evil Boo is a more valid point, but I'd argue it's because Pure Evil Boo was content with ending the fight quickly. Pure/Kid Boo was toying around from the beginning of the fight.

Kid Buu seemed to be stressed and forced to use more effort than Evil Buu though.

Kid Buu gets angry, Good Buu lands shots on him even after Kid Buu gets serious.

I think Good Buu is much closer to Kid Buu than Evil Buu.

Kid Boo >>> Kid Boo (vs Good Boo 2) > Kid Boo (vs Good Boo 1) > Kid Boo (vs Vegeta) >= Good Boo

what indicates Kid Buu wasn’t at full power against Good Buu?

why would Kid Buu get so angry if Good Buu is only this strong?

I think he regained at least some of his power, but the fight doesn’t make it clear. OG Fat Boo would’ve fared the same against Kid Boo.

Good Buu did better against a stronger opponent, the fight is the evidence.

Pure Boo was blocking him with his legs. That’s Vegetto vs Gohan-Boo stuff. Two questions:

1) How much better would Fat Boo do here?

2) Was Pure Boo serious when fighting Mr Boo?

This is not a major feat. Freeza was attempting this against Goku and nearly pulled it off.

I don’t think he’d do any better. I think Good Buu vs Kid Buu shows us the gap between Fat Buu and Kid Buu.

2) Was Pure Boo serious when fighting Mr Boo?
He had to get more serious initially, but Kid Buu is comfortably ahead of Good Buu, by say 1.25x or so.

Considering that Good Buu acknowledge inferiority towards Kid Buu in a couple of punches (which not even Buuhan do so easily against SSJ Vegetto), as well as in the 2nd part of the fight he was stopping Good Buu with his legs similar to SSJ Vegetto vs Buuhan makes me believe that Kid Buu actually has a decent lead over Good Buu at the very least.

Vegeta's line about producing another Buu is inconclusive, it could be referring to either Super Buu or Kid Buu, and not of one those specific forms, neither it's restrained for Good Buu to be able to do so.

Fighting people off with your legs isn’t a big deal. Piccolo can probably do it do Gero.

Dominating someone with your legs is not an easy task at all, we saw how Goku was even able to nearly touch Freeza and break his defense (even though, Freeza breaking his own rule of not using his hands is possible due to his anger at Goku biting his tail):

It took a gap such as Kaioken x10 Goku vs 50% Freeza to achieve something similar:

We know for a fact that Kid Buu likes to prolongue fights (therefore it's quite possible that he isn't taking Good Buu seriously):

Chapter: 510 (DBZ 316),P13.6-7
Context: after one of Goku's attacks damages Boo
Goku: "That bastard...Even though he can quickly return to normal, he's playing around by purposefully drawing it out..."

This is how Kid Buu had Good Buu:

Freeza is almost able to pull it off and he's not that much stronger. I could see Piccolo being able to pull it off against Gero. The no hands thing ain't all that big of a deal.

Kid Buu was delaying his regeneration, he couldn't do any better against Goku if he tried.

Kid Buu had Good Buu like that after weakening him and beating him down after a period of time.

@Hector

What math?
