I think Mutaito/Young Roshi only need to be stronger than Roshi (22nd Budokai)... They don't need to be stronger than Goku (22nd Budokai). Even more when only match level Goku surpassed Roshi. There are plenty of space

Piccolo does speak about this era as being weaker, Mutaito being a bit stronger than Goku should be fine either way. I don't see much of an issue.
