A number of factors. Ki control, speed, physical strength, etc. There's also one's state of mind to consider in the case of Dodoria, his fear was inhibiting his performance. When it comes down to similar power levels, those factors are important.

For sure, but that's Dodoria. Zarbon has zero fear of Vegeta so that won't be a factor here.

When it comes down to similar power levels, those factors are important.

You don't have them as similar power levels at all though. You have them as a massive gap difference.

No, Butta is faster, period. All the Ginyus specialize in different things. Jheese is experienced in Ki control, Butta speed, Reacoom defense, Gurd time stop, and Ginyu power.
